Bathhouse and Spa in Las Vegas?

I am going to Vegas for a few days and am looking to treat myself out to a bathhouse/spa. The hotel I am staying at does not offer a bathhouse/sauna. I want to go to the Caesar Palace Baths and Spa, but was wondering.. do I have to be a hotel guest to go in? I do not want to book for any massages or any of their treatments, but just want to go in for the bath and the sauna/steam room. Does anyone know if there is a fee to just go in for the bathhouse and sauna or, better yet, if I have to be a hotel guest in order to go?

Which resort is the best in Las Vegas strip?

We would like to go to Vegas and are planning to enjoy resort facilities (beach, swimming pools, spa). But we still want to be close to the strip.
Which hotel is the best and affordable?

Anyone know age laws for spas?

In most Las Vegas Spas you have to be 18 to get a facial or massage. Is this a state law? A resort law? If anyone knows the rules/laws for the age limit for Spas please help and if you have a website that explains that would be very helpful thank you so much!!!

Can anyone just go to use the facilities at other hotels in Las Vegas?

I am heading there in April and staying at the Venetian, but I have been doing some research and there are several other things I’d like to see/do at other hotels on the strip, I know you can go to all the shops/bars/casinos as a guest, but can you also use the gyms/pools/spas at other hotels, where do they draw the line? or is this not an issue, you can just come and go as you please?
